Federal document: DD-214 is issued by the U.S. Department of Defense. The apostille is obtained from the U.S. Department of State in Washington D.C., not from a state secretary of state.

Certified copy required: The original DD-214 cannot be apostilled directly. A certified copy from the National Personnel Records Center (NPRC) or a notarized copy is required first.
