What Is Embassy Legalization?

Embassy legalization (also called consular legalization) is the process of having a document authenticated by the destination country's embassy or consulate in the US. It is required for countries that are not members of the Hague Apostille Convention. The process typically involves notarization, state authentication, US Department of State authentication, and then embassy legalization.

For an export destination, ask the importer or broker to identify each requested certificate and its issuer. Confirm whether apostille, another authentication or legalization is actually required for that record.

An export file may combine commercial paperwork with records issued by a regulator, registry or chamber. Those documents follow different preparation rules. Start with the importer, customs broker or receiving authority’s written checklist, then identify the issuer and purpose of each record.
