Alaska vital records: HAVRS ordering
The Alaska Health Analytics and Vital Records Section (HAVRS) issues Alaska event records — birth, death, marriage, and divorce certificates. Eligibility requirements and government-issued ID apply. A marriage certificate is issued after the marriage is registered and is a distinct document from a marriage license — confirm which form the receiving authority requires.
Ordering options include mail, fax, in person, and through authorized VitalChek channels. Confirm with HAVRS whether a special foreign-use order is available for your destination country and what that order includes. If you already hold a qualifying certified copy with an official signature the Lieutenant Governor can authenticate, you may submit it directly to the LtGov office following their submission instructions — a completed apostille order must not be sent for a duplicate apostille.
Photocopied vital-record signatures cannot substitute for required originals. Vital-record photocopies are not eligible for apostille processing through the Lieutenant Governor's office. Older records may require pre-submission screening to confirm the signature on file is authenticatable; the optional screening step can identify this before you mail originals.
A full divorce decree is issued by the court clerk, not HAVRS. HAVRS issues a divorce certificate (statistical record). Confirm which document the receiving authority requires before ordering — they are distinct records.
Corporate and entity records: Corporations Section ordering channel
For Alaska-filed corporations and other entities, certified copies and apostilled records can be requested using the official Corporations Section Corp-0562 form. The form allows you to specify whether you need a certified copy or an apostilled copy, and to provide the destination country. Follow the official form instructions for submission.
This ordering channel is separate from the Lieutenant Governor's general authentication process. Privately signed business documents — such as a notarized corporate resolution — follow the standard notarized-document path through the Lieutenant Governor's office.
Preparing documents: screening and in-person visits
Optional pre-submission screening: The Alaska Lieutenant Governor's office offers optional pre-submission screening before you mail originals. This can identify issues with older signatures or incomplete documents before they cause delays. Consider using this option for older records or documents with signatures that may not be on file.

Federal records and out-of-state documents
The FBI Identity History Summary is a federal document. The apostille must come from the U.S. Department of State in Washington, D.C. — not the Alaska Lieutenant Governor. Alaska cannot apostille federal records.
A person who lives in Alaska but holds a document issued by another state must obtain the apostille from that issuing state — not Alaska. Residence does not reroute a document.
