Apostille versus authentication: Hague Convention applicability
An apostille is a standardized certification issued under the Hague Apostille Convention that authenticates the official signature, capacity, and seal on a document — not its contents — for use in another country that is also a Convention member. The Convention must be in force between the issuing country and the receiving country for an apostille to be accepted. For countries that are not Hague members, a different authentication or consular legalization chain applies.
Confirm whether the destination country is a Hague member and whether the Convention is in force between the U.S. and that country before ordering. The receiving authority may have additional requirements beyond the apostille itself. An apostille does not guarantee acceptance by the receiving institution.
Marriage and divorce coupons versus full certified records
Arkansas vital records have an important distinction: the Arkansas Department of Health (ADH) issues a marriage coupon and a divorce coupon — short-form documents that confirm a marriage or divorce occurred — but these are not the same as a full certified copy of the marriage certificate or divorce decree. The full certified marriage certificate is issued by the County Clerk in the county where the marriage license was issued. The full certified divorce decree is issued by the Circuit or Chancery Court clerk in the county where the divorce was granted.
Confirm with the receiving authority which document they require before ordering. Some authorities accept the ADH coupon; others require the full certified record from the county. Ordering the wrong format can cause delays.

A notary may not certify a photocopy of a vital or public record. Use a certified copy issued by the record custodian. For the Arkansas SOS to apostille a privately signed document, the notarization must be performed by an Arkansas-commissioned notary or a notary whose authority the Arkansas SOS accepts — confirm with BCS if using an out-of-state notary. Residence does not reroute a document — the apostille must come from the authority in the state or country that issued it.

The ADH marriage coupon and divorce coupon are short-form documents — confirm with the receiving authority whether they accept the coupon or require the full certified record before ordering.
Only an official certified copy in a form the Arkansas Secretary of State can authenticate qualifies for apostille processing. Notarized photocopies of vital records are not accepted — a notary may not certify a photocopy of a public record.
Notarized documents: preparation requirements
Privately signed documents such as powers of attorney, affidavits, and consent letters must be properly notarized before submission to the Arkansas Secretary of State for apostille processing. Arkansas requires an acknowledgment — not merely a signature witness — for notarized documents submitted for apostille.
A notary may not certify a photocopy of a vital record or other public record. Use a certified copy issued by the record custodian for those document types.
Documents in a foreign language must be accompanied by an English translation. The translation itself must include a proper affidavit and notarial acknowledgment. Confirm current translation requirements with the Arkansas SOS before submitting.

Remote Online Notarization (RON) for Arkansas documents
Florida-commissioned notaries may perform Remote Online Notarization (RON) for appropriate privately signed documents under Florida law. RON may be suitable for powers of attorney, affidavits, and similar privately signed documents where the signer, document type, identity verification, and any witness requirements are met — and where the receiving authority and destination country accept Florida RON notarizations. Confirm acceptance with the receiving authority before proceeding.
RON does not convert an Arkansas public record into a Florida record. Vital records, court records, and other government-issued documents must be obtained as certified copies from the issuing Arkansas authority — they cannot be notarized or re-issued through RON. A document notarized by a Florida notary follows Florida authentication routing, subject to recipient acceptance.
Federal documents and out-of-state records
FBI Identity History Summary reports are federal documents and require a federal apostille from the U.S. Department of State — not the Arkansas Secretary of State. Residence in Arkansas does not reroute a federal document to the state authority.
Documents issued in another state must be apostilled by that state's competent authority, not Arkansas. Residence does not reroute a document — the apostille must come from the authority in the state that issued it.
