GSCCCA apostille — Hague destinations
Issued by the Georgia Superior Court Clerks' Cooperative Authority. Covers properly notarized Georgia documents and official certified public records for countries where the Apostille Convention applies with the United States.
Great Seal authentication — non-Hague destinations
Issued by the Georgia Secretary of State. Required for countries that are not Hague Convention members. Notarized private documents on this route need Superior Court clerk certification first.
- GSCCCA issues Georgia apostilles. Properly notarized Georgia documents do not need an additional county certification for this route.
- Public records need the issuing official's certified copy, not a notarized photocopy. Participating courts' printed eCertified divorce decrees can qualify.
- Corporate copies must be certified by the current Secretary of State, including eligible copies downloaded from that office.
- For records issued before 2000, GSCCCA recommends obtaining a newer certified copy; this refers to the copy's issue date, not the birth or marriage date.
- A foreign-language document does not require English translation solely for GSCCCA apostille processing; the recipient may separately require translation.
When Great Seal authentication applies
- Georgia's Secretary of State handles Great Seal authentication for non-Hague destinations, not apostilles.
- For notarized private documents, this route requires certification from the Superior Court clerk in the notary's commissioning county.
- Certified public records follow separate rules: check original signature requirements and permitted issuing offices before ordering.
- Do not assume an electronic copy accepted for GSCCCA apostille is acceptable for Great Seal. Further federal or consular legalization may be needed; confirm the destination's current instructions.

- For apostilles, GSCCCA's school guide describes a school-letterhead statement attaching official records, signed by a school official before a notary, or a notarized school-official signature on the transcript.
- Diploma-copy options include a copy made and certified by a Georgia notary or a custodian's notarized copy affidavit. Check which version the receiving school or authority wants before changing an original diploma.
- These are school-document options, not permission to notarize copies of vital records.

Eligible privately signed documents may use our Florida RON service only where Florida identity, witness, document and recipient requirements are met. A Florida-notarized document follows Florida authentication routing; it does not turn a Georgia public record into a Florida document. Confirm suitability before signing.
