Start with the issuing authority and destination

  • An apostille authenticates an official signature or seal; it does not verify the contents or guarantee that a foreign recipient will accept a document for every purpose.
  • Confirm the exact record, required language and document age with the receiving authority.
  • Where the Apostille Convention applies with the United States, use the appropriate apostille route.
  • Other destinations may require authentication and additional legalization.
  • A Florida document, an out-of-state record and a federal background check may need different offices even when their owner lives in Starke.

Florida birth, death and marriage records

  • The Florida Department of State accepts qualifying birth and death certificates bearing the State Registrar's signature from the Bureau of Vital Statistics or county health department.
  • Marriage and dissolution certificates may come from the Bureau or the appropriate court clerk.
  • A notary-certified photocopy cannot replace a properly certified public record.

  • A completed application and valid, unexpired photo ID are required; mailed requests need a clear ID copy.
  • Eligibility rules apply.
  • Its birth-certificate page lists the main office at 1801 N. Temple Avenue, Starke, FL 32091, with certificate service Monday through Friday, 9 a.m. to 4 p.m.
  • Call 904-964-7732 to confirm current arrangements.
  • Pre-1930 and sealed Florida birth records go through the Bureau of Vital Statistics in Jacksonville.

Death certificates: record year and requested information matter

  • Bradford's county guidance covers Florida deaths from 2009 onward; earlier death records must be requested from the Bureau of Vital Statistics or through the authorized VitalChek route.
  • A completed application, fee and legible valid identification are required under its instructions.
  • Requests that include cause of death have additional eligibility restrictions.
  • Confirm with the receiving authority whether that information is required, then ask Vital Statistics which version you are eligible to obtain.
  • The apostille does not expand access to restricted information or replace the underlying certified death record.

Court judgments and Official Records use different searches

  • Bradford's E-Certify instructions distinguish court records, such as final judgments, from Official Records, such as deeds, mortgages and marriage licenses.
  • Court requests use a case number; Official Records may be found by name, instrument number or book and page.
  • If a required court document is unavailable, the instructions provide a way to request its release for review.
  • That does not guarantee access to a restricted record.
  • Electronic certification and its verification tool are separate from an apostille.
  • Confirm the acceptable certification format before buying a copy for international submission.

Two Temple Avenue offices: send the request to the right one

  • The Clerk's physical office is at 945 N. Temple Avenue, Starke, FL 32091, while its mailing address is P.O. Drawer B, Starke, FL 32091.
  • Official Records and marriage-record questions go to 904-966-6283; the main line is 904-966-6280.
  • These Clerk contacts are different from the Health Department at 1801 N. Temple Avenue.
  • Identify whether you need a court record, recorded instrument or vital certificate before sending an application.
  • Neither local office is the Florida Department of State's Tallahassee apostille office.

Private documents, school transcripts and business records

  • Florida public-school or university transcripts need a registrar or issuing official's signature and notarization with a full notarial statement under state guidance.
  • For affidavits, powers of attorney and other private documents, confirm the required signing and notarial certificate before execution.
  • Florida business filings need an original state-issued certified copy or certificate of status rather than a simple online printout.
  • Each item should be reviewed individually so that the certification fits the document being submitted.

Notarization and apostille are different steps

  • Notarization prepares an eligible private document; it does not produce an apostille.
  • We can discuss remote online notarization after checking identity, witnesses, document suitability and recipient requirements.
  • It does not replace official certification of a public record.
  • Confirm preparation before signing or sending originals.

FBI reports follow the federal route

  • An FBI background check is a federal record and goes through the U.S. Department of State authentication process, not a Florida state apostille submission.
  • A local court record is not the same document as an FBI report.
  • If your overseas application asks for several records, share the complete list so we can coordinate state and federal submissions separately and help avoid sending the entire package to the wrong authority.
