Start with the issuing authority
- Vermont State Archives and Records Administration (VSARA) issues apostilles and authentications on behalf of the Secretary of State.
- Public records require the legal custodian's original certification; a notary-certified copy cannot replace it.
- Certified court records must show the issuing staff member's printed name and certification date.
- Vermont notarized documents require original signatures and a compliant notarial act.
Choose the correct vital-record office
- VSARA's current certified vital-record service covers Vermont marriage, civil union and divorce records from 2013 and earlier.
- Eligible records can be requested online, with authentication ordered at the same time.
- Its mailed VSARA-09 form is limited to marriages, civil unions and divorces.
- For other record types and dates, consult the Department of Health or the appropriate town clerk before ordering.
- Do not assume that a vital-record divorce certificate substitutes for a court decree when the recipient specifically requests the judgment.
Ask your school for the registrar's attestation
- Vermont requires academic documents to include a Vermont-notarized statement from the school registrar confirming authenticity.
- Tell the school that the diploma or transcript is for overseas use and request the required preparation before purchasing an ordinary copy.
- A downloaded student-portal record is not automatically ready for authentication.
University of Vermont transcript planning
- UVM uses Parchment for official transcript requests, with paper and electronic delivery choices.
- Its ordering system permits attachments and an option for registrar review.
- Contact [email protected] or 802-656-2045 about the required registrar attestation before placing an order.
- Ordinary transcript ordering does not establish that notarization is included.
- This information concerns transcripts; ask separately about diploma preparation.
- Confirm that any degree needed for the overseas purpose appears on the transcript before requesting it.

- Include the current request form, properly prepared documents and the applicable payment.
- VSARA does not accept credit or debit cards for this service; use a U.S.-dollar check or money order payable to the Vermont Secretary of State, and do not mail cash.

Use the current request form
- The form distinguishes a certified public record from a notarized document and requests the destination country.
- Identify each document and provide clear return instructions.
- Keep a copy of your submission details and arrange a prepaid tracked return label if you want tracking or expedited delivery.
- The state's standard USPS return service does not guarantee carrier delivery.

Business records have a separate request route
- For copies of business registration documents held by the Secretary of State, or good-standing/status certificates for active registrations, use the Business Services apostilled or authenticated copies request.
- Verify the exact business name and ID first.
- That form applies to records supplied by the Secretary of State, not every document used by a business.
- Other eligible documents use the VSARA route.
- Follow the current business form's fees and instructions.
State versus federal and destination requirements
- Vermont cannot authenticate public records issued by another state; use the issuing state's process.
- FBI background checks and other federal agency documents follow the appropriate U.S. Department of State route.
- Confirm whether the Apostille Convention applies between the United States and the destination.
- Where it does not apply, authentication and consular legalization may be needed.
- An apostille does not guarantee acceptance of the underlying record for every purpose; check document format and translation requirements with the recipient.
