Confirm the destination and the issuing authority
- Start with the exact document requested abroad: a certified birth record, a court decree, a university transcript and a private power of attorney are prepared differently.
- Confirm whether the Apostille Convention applies between the United States and the receiving country.
- Other destinations may require authentication and further federal or consular steps.
- An apostille authenticates the official signature or seal; it does not approve the contents or guarantee acceptance for every application.
- Translation, document age and the required format remain separate questions.
Wyoming requires the proper original signature
- The Secretary of State requires certification by an appropriate Wyoming official, such as a county clerk or deputy, state registrar or deputy, or state examiner, or an acknowledgment before a Wyoming notary.
- Its document guidance requires original signatures.
- Before submitting a record, check who actually signed or certified it; an ordinary photocopy or downloaded record should not be treated as an officially certified document.
- Tell the office the destination country so it can select the appropriate certification.
Birth, death, marriage and divorce certificates
- Wyoming Vital Records Services offers certificate ordering by mail and in person, subject to the applicant's qualifying relationship to the record.
- Check the current application and supporting requirements before ordering on another person's behalf.
- The records office is at 2300 Capitol Avenue, Hathaway Building, Cheyenne, WY 82002; this is separate from the Secretary of State's apostille office.

- Friday visits require an appointment; confirm current hours before traveling.
- A certificate order produces the underlying record, not the apostille.
Court decrees: contact the court that holds the case
- If the receiving authority requests a divorce decree or court order, ask the clerk of the court that issued it for the appropriate certified copy.
- Do not substitute a vital-record certificate without checking the recipient's instructions.
- In Laramie County, the Clerk of District Court maintains district court case records, including divorce cases; the office can be contacted at 307-633-4270 or [email protected].
- A case filed elsewhere belongs with that court's records custodian.
- Tell the clerk the copy is for international certification.
University of Wyoming transcripts for overseas use
- Request an official transcript specifically for an apostille.
- The University of Wyoming's procedure calls for the registrar's original signature and notarization; a self-printed transcript is not a substitute.
- The registrar has a notary on staff and describes an option to notarize and send the transcript directly to the Secretary of State.
- Coordinate that arrangement with the registrar first, including the state request form, payment and return instructions.
- Ask whether the destination needs a diploma as well as the transcript; these are separate documents.

School, private and business documents use different preparation
- Wyoming's current request form requires educational records to be notarized by the school's registrar/notarial officer.
- Private documents such as powers of attorney or operating agreements require a Wyoming notarial officer.
- Business records must be issued and certified by the Wyoming Secretary of State: do not send printed business documents in place of records produced by its Business Division.
- The request form includes fields for the entity and requested record, with additional certification fees.
- Review the complete form before ordering certified articles or a good-standing certificate.

- The Secretary of State prefers mailed requests.
- Include the current request form, correct fee and prepaid addressed return envelope or shipping label.

Federal documents stay on the federal route
- An FBI background check is a federal record and follows the U.S. Department of State authentication process rather than a Wyoming state apostille request.
- Other federal documents need review under their own requirements.
